Irrigation management through the supervision and administrative autonomy of the TOEVs, without strict protocols for the distribution of available water

Energy – Land Use
Decoupling the cost of irrigation from the stock market value of electricity and maintaining reduced prices for agricultural electricity.

Crop Management
Crop selection based on water availability: Maintenance of key arable crops (cotton, maize, alfalfa).
Implementation of cultivation practices based primarily on lower cost and high yield, and secondarily on superior quality (e.g., selection of high-yielding varieties and harvesting with a STRIPER machine).
Increase in rainfed (dryland) crops
Soil and crop management based on subsidy programs (coupled payments, de-nitrification programs, eco-schemes, etc.).
Subsidies based on yield per hectare.
