Cooperation protocol for water management and (spatial) infrastructure planning

Installation of photovoltaic systems, either autonomous (with battery storage) or grid-connected through virtual net metering, via energy communities or municipal companies
Prohibition of land-use change on high-productivity agricultural land
Crop Management
Gradual discontinuation of irrigation for water-intensive large-scale crops (cotton, maize, alfalfa)
Restructuring of crops from cotton and maize to vegetables, aromatic and medicinal plants, legumes, and tree crops
Increase of dynamic crops (vegetables, aromatic plants) within the framework of contract farming
Crop restructuring (e.g., from cotton to vegetables) through subsidies and partial transition to other crops (legumes, sesame, sugar beets, tree crops)
